Hillview Park is a mature residential estate comprising three towers and 184 units. The MCST faced mounting challenges with a legacy analog CCTV system that suffered from frequent outages and poor image quality, particularly in common areas such as the playground and car parks. Securevision was commissioned to design and implement a full IP surveillance overhaul to restore safety and accountability across the estate.

The legacy security system at Hillview Park had reached its end-of-life. Grainy black-and-white footage made incident review nearly impossible, while critical blind spots in the playground and BBQ areas had become a concern for resident families.
Operationally, the Managing Agent struggled with a fragmented system where different towers were served by disconnected recording units. This made retrieving footage for the Police or insurance claims a time-consuming manual process.
The challenge was to provide 100% estate coverage with high-definition clarity while working within the physical constraints of an established building, minimising resident disruption during the transition from analog to digital.

A critical decision during the site survey was the placement of cameras in shared resident spaces. The MCST council was concerned about recurring minor incidents in the playground and car park that were currently invisible to security.
Securevision recommended a strategic density increase, deploying 48 cameras instead of a one-for-one replacement. We prioritised Hikvision ColorVu technology for these outdoor zones, ensuring that incidents are captured in full colour even in the dead of night.
This decision moved the estate from "passive recording" to "active accountability," providing the Managing Agent with clear evidence for any estate disputes.
Our approach focused on a clean, phased migration that ensured the estate was never without surveillance during the upgrade.
Replaced failing coaxial cables with high-speed CAT6 cabling, powered by Ruijie cloud-managed PoE switches.
Remapped all camera angles to cover tower lobbies, lift interiors, car parks, and the entire perimeter fence.
Consolidated all feeds into a central NVR platform in the guardhouse for instant multi-tower monitoring.
By coordinating with the Managing Agent, we completed the installation tower-by-tower, ensuring residents were not inconvenienced by prolonged works.
