The Clearwater is a 99-year leasehold condominium at Bedok Reservoir View, District 16 - a 420-unit development across 7 blocks completed in 2001. Securevision has been the estate's security partner since July 2017, when we were engaged to solve an access control problem that had been limiting the MCST's ability to manage the estate's gates effectively. That engagement led to an ongoing service relationship, a full CCTV upgrade in April 2024, and a planned access modernisation in 2025 enabled by the network infrastructure we laid during the CCTV project.

When The Clearwater engaged Securevision in 2017, the estate was experiencing a problem familiar to many ageing condominiums: a standalone access control system that had become unmanageable. Each reader operated independently, meaning any change to access permissions required a technician to physically visit each reader and reprogram it on-site. For an estate with gates spread across a large footprint, this was operationally cumbersome.
The EM cards in use were easily duplicated by residents, leading to a loss of control over credential issuance. Revoking a lost or duplicated card was nearly impossible without manually updating every reader. Furthermore, linking the readers with network cabling was prohibitively expensive due to the distances involved and the concrete structures of the estate.
The 2025 upgrade challenge was different: after eight years of reliable Salto service, the MCST now wanted cloud-based management - the ability to control the system via an app from anywhere, and to extend coverage to tennis courts and the KTV room.

The options in 2017 were: run network cabling (expensive), install WiFi (unreliable), or find a system that did not need a network at all. Securevision recommended SALTO SVN.
SALTO SVN - The Card is the Network: In a SALTO Virtual Network (SVN), access rights and logs are stored on the Mifare card itself. When a resident taps their card at an SVN reader, the reader checks the rights and writes back logs or battery status. When the card is tapped at an "update point" (online wall reader), it syncs with the server. This allowed the MCST to manage access centrally without running a single network cable to the gates.
The reason the Phase 3 Akuvox upgrade is now viable is a decision made during the Phase 2 CCTV work in 2024.
When Securevision ran new network cabling for the IP cameras in 2024, we also ran standby cables to the gate positions in anticipation of a future access upgrade. The new Akuvox A02S units are cloud-connected and app-managed - allowing the managing agent to program and revoke access rights from their phone. The infrastructure is already in place, making the 2025 upgrade substantially simpler and more cost-effective.
